Dear IT friends,
My honour to serve you as a LegCo member
First of all, I wish to express my heartfelt thanks to your support to the 2012 Legislative Council Election. It is my honour to be elected as the Legislative Council member (ITFC). Today, I have taken my Legislative Council oath and officially become a member of the Council.

As promised in my election campaign, I shall use my best endeavor to strive for the best interest of the ICT profession and the Hong Kong general public with a view to uphold the core values of Hong Kong. As such, I have identified three issues of concern of which highest and immediate actions should be taken:-
- The Re-establishment of Technology Bureau
I shall call for a press briefing session on next Monday 15 October 2012 together with various IT organizations to demonstrate our urge for the Re-establishment of the Technology Bureau. Given there is consensus among the public that we need a Technology Bureau to oversee our IT, technology and innovation policies in comprehensive way, we urge the Administration to take the Re-establishment as its highest priority of its Government Re-organization Plan and separately submit the Re-establishment proposal to the LegCo as soon as possible.
- Formulation of ICT policy proposal and lobbying for inclusion of the same into the Policy Address
The Chief Executive CY Leung shall publish his first Policy Address on 16 January 2013. With a view to better facilitate the application of ICT in Hong Kong as well as the ICT industry development; I shall set up working groups very soon to collect views and ideas from the industry and the stakeholders from different sector of the society. The working groups shall formulate ICT policy proposals and advocate for inclusion of the same into the CE’s Policy Address.
- Issues related to monitoring the broadcast and media freedom
Freedom of expression and Freedom of press are our fundamental human rights as protected by the Basic Law and various international conventions. We however regrettably found that our freedom has been shrunken by the Administration and the law enforcement agencies. To uphold core values of Hong Kong and to maintain our society as an open society, we shall take steps to safeguard of rights and freedoms by regularly monitoring. The first issue I shall deal with is the issuance of free TV licenses. An oral council question on this topic will be raised by me at the next LegCo meeting on 17 Oct.
