給IT人的信 – 十月二十四日

在十月十七日,行政長官到臨立法會展述他的管治理念。可惜,他竟然把重設科技局的選舉承諾暫時擱置,無視業界一致支持和立法會各政治派別的廣泛支持,實在令IT人失望。事實上,不過在特首這項宣佈的兩天前,我組織了四十多位來自二十多個業界及專業組織的代表,舉行了一個支持重設科技局的記者會,可惜政府仍然未能果斷執行政策。

下一步怎辦?特首表示,他仍然有可能在其任內再重新提出政府總部架構重組,所以,我們還要繼續爭取。不過,更重要的是,政府在現階段會如何與業界合作,解決IT行業關注的問題?我會即時組織我的顧問委員會,與業界充分合作向政府反映意見,尤其要求特首在一月的施政報告內,回應業界的關注。

首條議員質詢

在十月十七日,我提出了本屆立法會的首條口頭質詢,題目關於本地免費電視節目服務牌照申請。雖然我認為當局沒有充分回應我所問的延誤的原因和發牌決定的時間表(註一),我會繼續監察這公眾廣泛關注的議題。

在十月二十四日,我將提出第二題質詢(書面),題目是關於重設科技局。雖然問題於特首宣佈擱置架構重組前提出,我仍然希望當局能理解業界對科技的堅持,和IT人將必繼續爭取我們所應得的尊重(註二)。可惜,當局回應只說「會繼續透過各種諮詢渠道收集意見,以推動通訊及科技發展」,這是遠遠不足的,我將會與整個業界收集意見和具體產業發展建議,推動政府重視科技業界。

這些質詢是立法會議員職責中重要部分,讓我們把我們的關注向政府反映,身為你的代表,我定必充分利用這些機會。如果你認為有任何質詢建議,請向我提出。多謝你們!

Letter to IT People – October 24, 2012

On October 17, 2012, our Chief Executive spoke to the Legislative Council on the vision of his governance. Unfortunately, he disappointed us IT people by shelving his campaign promise to re-establish the Technology Bureau, despite widespread support from within the IT sector as well as the political factions. In fact, it was only two days earlier that I organized a press conference with over 40 representatives from more than 20 industry and professional associations to urge the CE to re-establish the Technology Bureau.

So, what’s next? The CE indicated that the government restructuring proposal may be brought back during this current term of office, so our effort should not stop here. But more importantly, in the meantime, how will the Administration work with the industry to address the IT industry’s concerns? I plan to organize my advisory committees and work with our industry to direct our views on IT policies to the Administration shortly, in order to urge the CE to address our concerns in the upcoming Policy Address by the CE in January.

First Council Question

On October 17, I made the first oral question to government in this Legco session, about the status of domestic free TV programme service licensing. I regret that the Administration has not addressed my question fully, as to the cause of the delay and the timetable going forward (note 1). I will continue to monitor this issue of wide public interest.

On October 24, I will make my second consecutive question to government, in written form this time, concerning the re-establishment of the Technology Bureau. Although this question was submitted before the CE’s declaration on October 17 to Legco, I hope the Administration can acknowledge that our effort to strive for due recognition for technology will continue (note 2). The answer from the Administration that it "will continue to solicit views through various channels of consultation on how best to promote the development of Hong Kong’s communications and technology services" is grossly inadequate. I will work with the industry to consolidate our concrete views on industry development and continue to urge the government to value the technology sector.

These questions form an important part of the duties of a legislator to reflect our constituents’concerns to the government, and I will make full use of these opportunities as your representative.
