給IT人的信 – 十一月廿三日

時間飛逝,轉眼又過了一個月。過去這個月,被大大小小的會議填滿,過得很充實。例如立法會財務委員會會議的開會時間特別長,為的就是審議長者生活津貼的撥款。

我原則上支持長者生活津貼,並不反對引入資產審查機制。然而,我相信每月僅2200元的津貼額並不足夠協助那些貧困的長者解決生活需要。再說,政府建議的資產上限實在太低[註],結果還是把無數有需要的長者拒諸門外。但畢竟,聊勝於無。長者生活津貼始終能為最有需要的一群幫上一把,所以我們必需盡快推行。唯長遠計,政府應就設立長者退休保障計劃(或稱全民退休保障)全面諮詢公眾,不能再拖!

至於業界工作方面,我舉行了第一次「ICT政策行動委員會」會議。這個委員會的成員來自業內不同範疇的代表,既有來自中小企和大機構、也有來自業界商會和專業團體。他們是我的義務顧問,以推動香港ICT整體應用和促進業界發展為共同目標,給我在議會工作和政策倡議方面的建議。尤是,我們第一個任務就是草擬向行政長官提交的施政報告建議書,就各項科技議題提出針對性的政策建議,並隨後與掌管科技事務的商務及經濟發展局局長會面,爭取把我們的建議納入來年一月公布的施政報告。

此外,我在過去一個月也跟不少業界組織和專業團體見面,例如發展數據中心的、從事互聯網服務和內容服務的,收集他們的意見。這些議題,都是我近期的工作重點之一。就如我在本星期初跟政務司司長林鄭月娥女士飯敍,在會面期時向她反映多項科技議題的意見,包括重設科技局、ICT人才短缺和發展數據中心等。我會在議會內外繼續推動這些議題,使香港成為區內數據中心樞紐,以至成為「矽港」Silicon Harbour!

Letter to IT people – November 23, 2012

Time flies and it has been almost a month since my last e-letter to you.  The last month was a busy one with many lengthy meetings such as those of the Finance Committee, which were to approve the funding for the proposed Old Age Living Allowance (OALA). I support its introduction in principle and I do not object the means test.  However, I believe the amount of allowance – HKD2200 per month only – is insufficient to help those needy elderly as a matter of financial relief.  The asset limit as proposed by the Administration is way too low [Note], meaning thousands of the needy elderly will be kept out of this scheme.  But OALA still offers help to those most in need, so I believe we should move on first, but the Government must conduct public consultation for setting up Old Age Pension Scheme without delay.

As regards to the ICT industry, the first meeting with my office advisors – the ICT Policy Action Committee – was held. Members of the Committee come from different sub-sectors and interest groups of our industry – from SMEs to MNCs, from trade associations to professional bodies.  They will advise me on the goals, objectives and action plans of ICT policies advocacy with a view to better facilitate the application of ICT in Hong Kong as well as the ICT industry development.  Our first deliverable shall be the Policy Address Proposal to the Chief Executive and we shall formulate lists of policy recommendations for addressing specific issues and meet with the Secretary for Commerce an Economic Development and other to further our pursuit. 

I have also met with various industry and professional groups to seek their views, including those from the Internet data center, content and Internet service sectors. Indeed these issues are high on my working agenda, and I have raised their concerns, among other ICT topics such as re-establishment of Technology Bureau and the shortage of ICT manpower supply, to Mrs Carrie Lam, Chief Secretary, when we had lunch earlier this week.  I shall continue to drive this topic as to develop Hong Kong as an IDC hub of the region – our Silicon Harbour.
