各位IT朋友﹕
給IT人的信 – 十二月十七日
本人參選時曾經承諾，當選90日後會公佈產業計劃。因此，我在十一月廿六日向政府遞交了一份名為《香港 —「矽港」》的本年度施政報告及財政預算案建議草稿。
建議內容羅列了為建設「矽港」Silicon Harbour 的具體實行方針，除了繼續要求政府重設科技局外，還建議政府投放更多資金到IT產業（特別是中小企）及提供更多支援。在人才培訓方面，我建議政府詳細檢討現時的IT教育方針，包括中小學的資訊科技課程內容、逐步增加IT相關學系學位和增撥科研資金等。此外建議亦論及資訊保安工作，希望政府檢討現行《電子交易條例》，促進電子商貿發展，並保障網上商業活動的安全。重新成立應付電腦罪案的跨部門小組，加強執法部門的應對能力。另外，數碼共融和其他公共政策也是我所關心的議題，亦包括在這份建議之中。我希望收到你的意見，完善這份建議書，為香港的IT產業發聲，所以如果你想跟我討論其中的議題或有其他意見，歡迎發電郵給我。

Dear IT friends,
Letter to IT people – December 17, 2012
As I have promised to my voters during LegCo election: Announce my plan to ICT policy within 90 days after elected. Therefore, I have submitted a draft proposal to Policy Address and the Budget Proposal [Click here] to the government on November 26.
I have expressed my vision on building “Silicon Harbour” in Hong Kong. We shall continue to call for the re-establishment of Technology Bureau as said in mid-October this year. I have also proposed the government to invest more into IT sector, such as providing more funds to research and development as well as other technical support, especially to small and medium enterprises. Regarding to human resource, I suggested reviewing on the IT education policy, including syllabus of IT subjects in primary and secondary levels, progressively provide more IT related degree programs, and increase the amount of academic find, etc. Further, my proposal has also addressed my view on information security. It is time for reviewing “Electronic Transaction Ordinance” as enhancing the development of e-Commerce and providing a safety trading platform in Hong Kong. The Government should also set-up an inter-departmental working group on coping with computer crime again which had done in couple years ago. The last but not least, digital inclusion and other public policies are also my concerns which have been already included in this proposal to Government. As this is a proposal draft, I need your opinions to polish my proposal to voice out for ICT industry in Hong Kong. Please feel free to advise me with your comment and discuss with me through email.
