各位IT朋友﹕ 給IT人的信 – 一月十日全靠立法會曾鈺成主席,以尚有大量事情需要處理為由,不批准二零一二年十二月二十一日為世界末日,所以我亦有幸在新一年繼續為各位IT界的朋友和全港市民服務。 上月中,特首梁振英先生在香港電台《眾言堂》節目中回應一位老伯問香港科研水平過低,說因為在香港的服務型經濟,不需要科研支撐。梁振英先生對本港科研水平的看法,我認為概念上是錯誤和落伍的,我對此感到十分失望。 簡單舉一下例子,香港與紐約和倫敦齊名,合稱「紐倫港」,因為這三座城市都是國際知名的金融服務中心和交通樞紐,靠的就是完善的電腦管理系統處理大量銀行交易資料和機場的航班編配,這不就是科技為本港的服務型經濟的貢獻嗎? 在我提交給政府的建議書中也曾提及,香港有絶對優勢發展為區內數據中心樞紐,提供數據管理服務,所以我亦一直堅持爭取設立科技及通訊局,希望統籌IT界的政策方向。可惜梁振英先生在回應中連自己參選政綱中採用的名稱都忘記了,還推說是拉布而未能設局。但實情是科技及通訊局這部分完全是得到建制泛民支持的,再加上他的言論可見他對本地科研其實並不重視。 無論如何,梁振英先生即將在下星期發表他任內首份施政報告,我衷心希望他能推出一出些有利我們業界的政策。屆時我們將會歸納內容重點以號外形式發送給大家,請各位朋友密切留意!

Dear IT friends, Letter to IT people – January 10, 2012Thanks to Jasper Tsang, the President of Legislative Council who “disapproved the end of the world” in our Council meeting on 21st December 2012, as the Council still has a lot of work to do, I am glad to continue serving my IT friends and people of Hong Kong in 2013. In mid-December 2012, the Chief Executive Mr CY Leung made a response to a question regarding the low standard of research and development of Hong Kong in a live townhall forum hosted by RTHK. He opined that our R&D level is low because our service-based economy does not need technology research. I am very disappointed at this comment, which blatantly showed his lack of understanding of latest global economic development. A case to illustrate how unfounded Mr. Leung’s view is the term “Newlonkong” - first coined by TIME Magazine – a combination of New York, London and Hong Kong. We are compared to these top-notch cities because of our status as global financial service centres and transport hub. Our edge hinges on our sophisticated information systems and our innovative culture. Technology is right at the heart of Hong Kong’s economy and its contribution deserves recognition. As stated in my policy proposals towards 2013 Policy Address and Budget, Hong Kong has great potentials to develop into an ideal location as a regional data center hub. For this very reason, I have been relentlessly advocating the establishment of the Technology Bureau to lead the ICT industry policy in Hong Kong. Unfortunately, in the townhall forum, Mr Leung even misquoted the name of bureau he supposedly had proposed himself. He blamed the failure to set up the Bureau on filibuster in the last Council when in fact this proposal now receives support across the board from both pan-democratic and pro-establishment camp. Shelving the proposal clearly exposes the Chief Executive’s lack of commitment to ICT development in Hong Kong. In any case, Mr Leung will present his first Policy Address shortly. We are entitled to expect concrete policy initiatives for the betterment of local ICT industry. My dear IT friends, I will circulate a summary of relevant Policy Address items next week.
