一月十六日 ﹣ 給 IT 人的 2013 年施政報告號外

梁振英在施政報告中對資訊和科技產業發展的政策建議，可謂近乎交白卷。產業發展的問題討論多年，現在又再成立「經濟發展委員會」（23段）以下的「製造、高新科技及文化創意產業」和「專業服務業」小組，但這些小組的涵蓋範圍和目標不明顯，又沒有實際工作時間表。以往梁振英曾經承諾成立科技局，現在“經發會”的小組內連資訊科技業都沒有提及，對ICT的重視一步步倒退，令人擔憂。

梁振英的競選政綱中關於促進創新科技服務和工業發展的部份在施政報告中完全消失。對於人才培訓、創造投資和就業，和中產重視的教育問題等更是毫無新意，乏善足陳。唯一可以「收貨」的是審視專利制度和推廣香港為知識產權貿易中心。

我會利用由現在到辯論施政報告的時間，繼續向相關政府部門爭取和推動落實梁振英的競選承諾，促進香港經濟及社會發展。

2013 Policy Address Highlights to IT people – January 16, 2013

Mr. Leung’s first Policy Address fall far short on policy to develop IT industry and technology innovation. Development of industries has been discussed over and over in the past, now this will continue through Economic Development Commission. The scope and deliverables of the Innovative Technology and Cultural and Creative Industries, and Professional Services Working Groups are unclear, and there is little mention of their mission and no timeline. Mr. Leung promised a technology bureau before, but it is still unclear where ICT stands in his policy agenda.

Initiatives dedicated to facilitate technology and innovation in Leung’s election platform has totally gone missing. There is hardly any insight on nurturing talent, attracting investments and creating jobs, not to mention education, which is top on the minds of the middle class. The only positive new initiative is the review of patent system and promoting Hong Kong as a hub for intellectual property trading.

I will make good use of the time from now to the Policy Address debate to continue pressing relevant government departments to deliver initiatives in Leung’s election platform for Hong Kong’s economic and social development.
