IT人的信二月四日

            在施政報告公佈之後,忙於致謝動議辯論的準備工作之餘,我亦希望向大家匯報兩項工作。第一,我提出的《幫助中產》議案的修正案獲得通過,修正內容是集中在教育層面支援中產的措施,但措施其實亦顧及基層市民的需要。

我認為優質和可負擔的教育不但是建立公平社會之本,對發展經濟和維持競爭力亦非常重要。所以我促請政府立即落實「十五年免費教育」,不能一拖再拖。香港的大學本科入學率落後於其他先進經濟體系,我要求政府增加資助大學學位及優化免入息審查貸款計劃,以提供更多專上教育機會及舒緩中產階層學生的升學壓力。不少市民都希望通過進修提升知識水平,然而「持續進修基金」的資助金額和涵蓋範疇均有不足,政府有必要檢討。過去政府推出的「中小企培訓基金」大受歡迎,但政府在基金多年前用盡後卻未有再注資。因此,我希望政府能注資重新啟動中小企培訓基金,鼓勵員工進修。

            第二,我邀請了多位業界代表與政府資訊科技總監辦公室和創新科技署的官員見面交流。我們向政府反映了很多意見,包括整體資訊科技策略、資訊保安、採購政策、對研發及創業活動的支援和對中小企的支援等等,感謝各位出席的朋友。不論對我的議會工作,還是對政府方面都很有參考價值。我會繼續向政府跟進這些IT人關注的範疇。

Forgot the middle class

Dear IT friends,

Letter to IT people – February 4, 2013

            In the last two weeks after the 2013 Policy Address, we have been busy preparing for the debate of the Motion of Thanks. In the meantime, I would like to share with you two updates. The first is the passing of the amendment I moved towards the motion on assisting the middle class. My amendment focused on education-related initiatives which would not only benefit the middle class, but would also help those in need.

            Quality and affordable education underpins an equitable society, and its economic growth and competitiveness. I urge the government to implement “15-years free education” without further delay. Subsidized bachelor degree places in public universities remain inadequate and our higher education ratio lags far behind other advanced economics. The government should increase the number of subsidized places in UGC-funded degree programs and enhance the Non-means-tested Loan Scheme in order to give our young people the opportunity they rightly deserve and relieve the heavy financial burden on families of middle income.

            As more and more people look to improve their knowledge and skills, the government should review the reimbursable cap and expand the sector covered in the Continuing Education Fund. Despite the popularity of the now defunct Small and Medium Enterprises Training Fund, the government had pulled the plug after its depletion many years ago. The fund should be reactivated to encourage life-long learning in our workforce.

            Second, on 24 January I called a meeting between ICT industry representatives with senior officials from the OGCIO and Innovation and Technology Commission to discuss issues that concerns our industry. We conveyed our views to the government on matters such as overall ICT policy, information security, procurement policy, R&D and entrepreneurial support, technology adoption among SMEs etc. These insights are also very useful for my LegCo work and I will continue to follow up with the government.
