莫乃光議會速遞（2013年3月21日）
逾百財案質詢待答覆 科研議案修訂獲通過
今屆政府首份財政預算案出爐後，隨之而來的除了財爺的中產「生活態度」令各界群起「抽水」之外，立法會議員向政府各部門提交了保守估計超過五千條有關開支預算的書面問題。政府將會在4月8至12日一連五天舉行立法會財委會特別會議時優先回覆前3300條，即平均每位議員可以獲得約47條優先答覆。
我向各政府部門就資訊及通訊科技政策、科研、電子教育、產業支援等範疇提交了過百條提問，業界朋友最關心的相信就是創新科技署和政府資訊科技總監辦公室的答覆。詳細內容，請容我留待收到當局答覆後，再向各位匯報。
另一方面，在剛剛過去的立法會會議上，我就廖長江議員的「推動香港經濟轉型」議案提出修正案，並獲議員同事支持通過。我要求政府制訂政策，吸引外資投入本地科研，並發展香港成為國際知識產權貿易中心、亞洲區內數據中心、雲端運算及無線應用樞紐。我亦要求政府強化現有的支援計劃，建立可持續的投資生態系統，助本地創業公司獲取各階段所需資金。

Over 100 budget questions submitted to government;
Motion amendment on local R&D passed
Following the announcement of 2013-14 Budget, setting the farce on “middle class lifestyle” aside, left on the government’s plate are roughly 5000 written questions on the budget estimates raised by 70 LegCo members. The written reply for the first 3300 questions, around 47 per member, will be available before or during special meetings of the Finance Committee to examine the estimates of expenditure from 8 to 12 April 2013.
I have prepared over 100 written questions regarding ICT policies, R&D, eLearning, support to industries etc. Quite a number of them are on the work of the Office of the Government Chief Information Officer and the Innovation and Technology Commission, which I know my IT friends would be most interested in. I shall keep you posted on my follow-up actions after studying their replies.
Last but not least, the amendment I moved on Hon Martin Liao’s motion on “Promoting Hong Kong's economic restructuring” was passed in the Council Meeting on 20 March. I demanded the government to step up its efforts in attracting foreign investment to local technology R&D projects. Meanwhile, the government should capitalise on our city’s advantage to move towards the goal of becoming an international intellectual property trading hub and Asia’s hub of data centers, cloud computing and wireless applications. Besides, I also urged the government to foster a favorable and sustainable ecosystem for channeling investments, so that our start-up companies would get the boost they would need at different phases of development.
