各位IT界朋友：
南韓考察團見聞匯報 ‧ 新國際電信條例勢損網絡自由
上星期我隨立法會考察團，到南韓首爾汲取廢物處理的經驗。經過一連數日與當地官員和民間團體會面，以及實地考察市內各處的廢物處理設施。總結這次行程的所見所聞，眼見南韓採用的都不是遙不可及的高端技術，但成效卻令香港望塵莫及。
例如南韓政府為減少廚餘，引入廚餘"pay-as-you-throw"系統，在住宅區設置RFID廚餘回收站，利用類似「八達通」的智能卡操作並按量收費，資料更會實時上載到伺服器。照理香港在推行上理應沒有太大的技術問題，但重點在於能否像南韓一樣，建立政府與公民社會間的互信和合作，決心團結一致面對廢物處理問題。當地團體的回應更令我相信，南韓擁有健全的民主政制，團結社會，是箇中的成功要素之一。
可惜，從近期香港關於普選的爭議可見，真普選仍遙遙無期，港人要達致目標，必須付出更多。另一方面是，去年底中國簽署了新修訂的國際電信條例(詳情按此)將會於2015年生效，屆時香港政府會否迎合中央而制訂新的互聯網政策，損害香港的網絡自由？香港互聯網協會將於4月16日在香港會議展覽中心，舉行首個本地公開論壇並詳細探討，請各位密切留意。(詳情按此)

Dear IT friends,
On Visit to Seoul, and Internet Freedom
I was in Seoul, Korea last week to learn about its waste management policies and practices with other Legco colleagues, meeting local and national officials, civil society organizations and visiting various waste management facilities. What the Koreans have adopted are not rocket science, but they have done it, and in Hong Kong we have not.
For example, in order to reduce food wastes, Korea has adopted a "pay-as-you-throw" policy for almost twenty years, and in recent years RFID food wastes collection kiosks are set up in each neighbourhood, so that residents can be charged according to how much they throw away, and the information will be uploaded to the central servers in real time. Hong Kong should have no problem adopting this in terms of technology, but the key is whether government and civil society can cooperate to tackle the problem. From the discussion with local groups, I am convinced that the mature democratic system in Korea is a key factor of their success.
Regrettably, as evidenced by the debate on universal suffrage in Hong Kong, true democracy is still uncertain here, and I truly believe we cannot sit and wait but must act in order to achieve what we were promised. On the other hand, China has signed a revised Final Act of World Conference on International Telecommunications 2012 (click here for details) which will come into effect in 2015. Will the Hong Kong government change its tune toward Internet regulations in Hong Kong, damaging our treasured Internet freedom? The Internet Society Hong Kong will hold a public conference on April 16 in the HKCEC to inform and discuss about this. (click here for details)
