各位IT界朋友:

首提議案獲通過 不容監控互聯網

過去一個星期的立法會上,我動議自上任以來首個議員議案,促請政府捍衛資訊、新聞及網絡自由。雖然我動議的原議案獲在席議員全票通過,但可惜幾位泛民議員加入有關檔案法、資訊自由法、舉報者保護法、檢討公開資料守則以及反對纏擾法立法等等實際訴求的修正案均被建制派議員否決。

最近剛巧揭發美國國家安全局一直侵犯全球互聯網用戶私隱的醜聞,挺身而出爆料的斯諾登相信香港重視言論自由和表達政治異見的權利,而選擇逃到香港揭密,令香港頓成焦點。這正顯示香港尚有的資訊和言論自由不但對港人重要,更對世界有影響力,必須全力捍衛使其不受侵蝕。

下星期立法會將辯論「建構安全城市』議案,我提出修正案,要求政府正視區域網絡安全事故的威脅,立即重啟跨部門工作小組就資訊系統保安威脅作出檢討,並落實相關的跟進工作。我將會在本週日早上香港電台英文台「香港家書」節目上,分析斯諾登事件對香港的影響。

相信各位IT界朋友也和斯諾登一樣,不能接受時刻被政府監視,也不能接受政府侵犯私隱。縱使斯諾登相信香港仍有言論自由和司法獨立,對我們擔心這些核心價值倒退的香港人來說可能很諷刺,但我希望各位能站出來支持我們珍惜的核心價值,謹此向這位捍衛私隱和資訊自由,不惜公民抗命的美國朋友致敬。

Dear IT friends,

My first motion was passed; zero tolerance to Internet monitoring

Last week I moved my first motion as a LegCo member on safeguarding the freedom of information, freedom of the press and freedom of the internet. Although my original motion was unanimously passed, other amendments with demands by other pan-democrats calling for Archive Act, Freedom of Information Act, review of the Code on Access to Information and Whistleblowers Protection Law were all negatived by pro-establishment members.

Coincidentally, the US’s National Security Agency’s vast surveillance program on global Internet users has since caused outrage across the world. Mr Edward Snowden, the whistleblower, chose to make the leak from Hong Kong because he has trust in our freedom of speech and tolerance for political dissent, and the world now fixes its gaze on Hong Kong. This reminds us the importance of these freedoms not just to ourselves but the world at large, which is why we must uphold these values at all cost.

Next week, the LegCo will debate a motion on ‘building a safe city’ and I will move an amendment to urge the government to face the threats of regional cyber security incidents, and immediately reactivate the Inter-departmental Working Group to conduct a review and work on countering possible information security threats. On this Sunday morning, I will analyze the potential impact of this incident on RTHK Radio 3’s programme ‘Letter To Hong Kong’.

We in the IT sector especially cannot disregard such pervasive surveillance and breach of privacy. Although Mr Snowden’s trust in Hong Kong may sound ironic to those of us worried about the erosion of our freedoms, I still hope we can stand for the core values we cherish so much. May we salute our American friend who stands up for our rights by risking his own safety in civil disobedience.
