各位IT界朋友:

資訊保安須改進  七.一上街維園見

雖然斯諾登已經離開本港,但我亦照原定議程在今個星期的立法會上向政府提出就資訊保安事宜的口頭質詢。一如所料,藉保安局局長之口讀出一大段與過往大同小異的回覆,口頭關注資訊保安。對於日後都不會直接向互聯網供應商直接索取個人資料,政府都不肯許下承諾;至於有關《電訊條例》的執法工作,原來多年來只得3宗盜取電視訊號的個案,對民間的截取通訊的執法工作,原來接近一片空白,社會上有多少潛在的資料被盜的個案,政府卻懵然不知,值得關注。

特區政府一邊廂對市民關心的事顧左右而言他,特首卻炮製上任一週年『成績表』高調邀功。其所謂政績都是恆常工作,不少項目濫竽充數,將整個政府的工作都當成自己的功績,但對市民期待的政制改革竟然用80字草草了事!梁振英的用意明顯不過,就是嘗試為七一大遊行降溫。不過香港市民的眼睛是雪亮的,不是建制派大派優惠和折扣就可以收買,我們對民主、普選和自由的追求也不會被此動搖。各位IT界朋友,我約定你用腳向特區政府、梁振英投下不信任票,七.一維園見!

Dear IT friends,

Concerns on Cyber Security; See you at Victoria Park on July 1

Although Edward Snowden has left Hong Kong, I sticked with my original plan and made an oral question in Legco on cyber security. As expected, the Secretary for Security read out an uninspiring response. But I was particularly disappointed that the Government has not promised not to directly extract personal data and users' information from Internet service providers in future. As far as the law enforcement on countering the interception of communications by non-government bodies or people, there were only three cases relating to TV signals. In other words, law enforcement against civilian or non-local government surveillance draws a blank over all these years. This is a huge potential risk that we face, and must be taken very seriously.

On the other hand, as the government continues not to pay serious attention to matters of great concerns by our people, the Chief Executive has so much time on his hand to produce a "report card" boasting of his "achievements." But anyone can see that all these credits he gives himself are just regularly scheduled homework at most. Our call for constitutional reform was addressed with a mere eighty words. But our pursuit for democracy, universal suffrage and freedom will not be deterred. So, to my friends in IT and from all parts of Hong Kong, for real change to happen, let's vote NO to CY Leung with our presence in Victoria Park on July 1, next Monday.
