約兩星期前,通訊事務管理局宣佈 1.9-2.2 GHz 頻譜(即是所謂的 3G 頻譜)使用期屆滿的處理方式。由四大電訊商現時持有的3G頻譜內回收其中三分之一重新拍賣,在2016年10月重新分配。連日來多方面包括政府的意見認為,部分頻譜回收重拍對服務質素的影響有限,因為隨著 4G 網絡的覆蓋上升,語音通話在未來升級至 4G LTE 對 3G 頻譜的負擔將會減少。倘若情況真如估計般樂觀,當然是皆大歡喜。但政府在公佈處理方式期間,都未有讓公眾全面了解過渡期仍然可能出現服務質素下降,會否出現因成本上升引致加價或服務限制的情況。用戶亦有權知道監管機構會如何減少日後在服務質素和價格上的影響。不過既然3G頻譜不再「世襲」,電視頻譜也自當亦然,現有兩個免費電視牌照的續牌申請即將展開,請公眾及各位IT界朋友多多關注,表達你的訴求。

另一則有關頻譜的消息則是公共 Wi-Fi 網絡。上星期我在立法會提書面質詢,問及有關「政府 Wi-Fi 通」以及在燈柱安裝 Wi-Fi 裝置的問題。政府的回覆指通訊事務管理局辦公室(通訊辦)與路政署已向申請測試裝置的營辦商提供協助,預計 Wi-Fi 裝置的設計將會在年底前送交審批。我認為擴充公共Wi-Fi網絡除了便利市民大眾,亦能減低流動網絡的數據流量負擔。政府亦表示 2015 年會開展策略性檢討,我希望政府能從提高覆蓋、改善成本效益和可持續營運的方向考慮公共 Wi-Fi 未來發展。

最後,政改討論正不斷升溫。由戴耀庭教授、陳建民教授、朱耀明牧師倡議發起的「和平佔中」運動已進入了第二次「商討日」的階段。公共專業聯盟亦響應號召,將於 12 月 1 日(星期日)舉辦一次「專業界商討日」,誠邀各個專業界別的朋友參加。當日,陳健民教授將介紹佔中理念,隨後參加者將會分組討論。不論你是希望認識「和平佔中」的朋友、或是參與行動或是持相反意見的朋友都無任歡迎。有興趣參與的朋友,請即按此查詢詳情及報名參加。

Dear IT friends,

Important policies with impact on future wireless services, and invitation to join D-Day2 for professionals

About two weeks ago, the Communications Authority (CA) announced the decision on re-assigning the spectrum in the 1.9-2.2GHz Band (or the so-called "3G spectrum"), and one-third of the spectrum in that range held by each of the four operators will be re-assigned by auction before expiration in October 2016. Some commentators and the government suggest that with increasing coverage of the 4G network and the technical upgrade of Voice-over-LTE (VoLTE), the decision’s impact on 3G spectrum will be "minimal." All will be well if such optimistic assumption plays out. Yet, inadequate information from the government has failed to reassure the public of their concerns about deteriorating service quality and fee hikes remains. Consumers have a right to know more about how the regulator will plan to mitigate the impact on services and prices. On the other hand, if spectrum for mobile services can be re-assigned via auction, we have the right to expect that the same for spectrum for free television program services, renewal of which will be coming up shortly as well.

Another update related to wireless services is the public Wi-Fi network. I raised a written question on the GovWiFi program and the difficulties in installing Wi-Fi access points on public facilities such as lamp posts and street signs. The government's reply shows that the Office of the Communications Authority (OFCA) and the Highways Department have been working with operators on an accepted standard for equipment installation, to be approved by the end of this year. Expanding public Wi-Fi services will benefit citizens and offload data traffic from the congested mobile networks. As the government has also revealed that it will conduct a strategic review of GovWiFi in 2015, we will watch this space carefully, with a view to improve coverage, cost-effectiveness and financial sustainability.

Finally, as the constitutional reform discussion heats up, the Occupy Central with Love and Peace (OCLP) movement proposed by Prof Benny Tai, Prof Chan Kin-man and Rev Chu Yiu-ming has entered the stage of hosting the second round of deliberation days. The Professional Commons will host our own Deliberation Day 2 for Professionals on the coming Sunday, December 1. Professionals from different sectors are welcome, including the ICT sector. Prof Chan will address us on the concept of OCLP, and then group discussion will be held.
