邁進2014年,特首梁振英將發表第二份施政報告,我們爭取多時的科技局卻只聞樓梯響。可能大家已從上星期五的明報報導得知,政府可能重新考慮成立科技局。在此關鍵時刻,我認為業界必須團結一致,再次清晰表示科技界對成立科技局的強烈訴求,所以我發起了緊急聯署,希望在施政報告發表之前向特區政府和特首發聲要求立即重設科技局,並促請全體立法會議員支持。

時間緊逼,請大家今日立即行動,用一分鐘做三件事,感激不盡!

《不容再拖!支持馬上重設科技局》

資訊及創新科技界團體聯署聲明

科技創新是推動香港經濟持續增長和多元化發展之關鍵,對提升本港在知識型經濟體系間的競爭力攸關重要,而善用科技亦能改善民生,惠及社會。鄰近地區政府都高度重視科技發展,為此制訂全面而長遠的策略,並由專責科技的高層次部門統籌執行。

香港的資訊科技、通訊、科技創新等政策多散落於不同機構或部門之下,缺乏高層次的規劃和決策,實在極需要專責的政策局參考全球和區內的最新科技發展趨勢,為本港制訂全面科技政策藍圖,並作具前瞻性的長遠規劃,協調政府各部門、業界、學界及研究機構等推行,讓科技成為香港經濟的新動力。

香港科技界過去多次強烈要求政府成立科技局,惟特首梁振英上任將近一年半,尚未履行其主要競選承諾,重設科技及通訊局(下稱科技局)。

我等要求特區政府於2014施政報告及2014-15財政預算案中,立即落實成立科技及通訊局,並提出本屆政府任內成立科技局的時間表,包括就科技局的架構、工作範疇等諮詢業界及公眾意見,不容再拖。我等亦促請全體立法會議員支持。

科技發展一日千里,香港在創新科技方面已遠遠落後南韓、新加坡、台灣等地區。成立科技及通訊局,將科技提升至政策局層面,不僅是為推動業界發展,更重要是以科技為本港經濟注入活力和生氣。推動科技能夠改善民生,為下一代創造更多元、更廣闊的發展空間。希望各位支持上述建議,把握當下的機會,要求政府不再蹉跎歲月,立即成立科技局。謝謝!

URGENT! Please Support Petition for a Technology Bureau NOW

As we enter 2014, Chief Executive CY Leung will soon announce his second Policy Address, yet we still have no word regarding the Technology Bureau that we in the ICT sector have been advocating for so long. Media reports have shown signs that the government is reconsidering the proposal. At this juncture, we must once again say loudly and clearly: Technology Bureau NOW! Therefore, I have initiated an urgent petition to urge the HKSAR government and Chief Executive to re-establish the Technology Bureau and to urge all Legislative Councilors for their support.

No More Delay - Technology Bureau NOW!

A Petition by the ICT Sector

Technology and innovation are crucial to sustainable and diversified economic growth for Hong Kong and the boost needed to keep Hong Kong competitive. Technology can also make our lives better and bring enormous benefit to society. Our competitors are all making great effort in technology innovation and R&D, with specialised bureau overseeing the execution of comprehensive and long-term strategies.

In Hong Kong, policies to promote ICT, communications and technology innovation are scattered under different departments, lacking overall planning and coordination. We need a bureau specialised in promoting technology to study latest technology development in the region and worldwide to formulate an all-rounded technology blueprint with vision in the long run. It should align and coordinate government departments, ICT industry, academia and R&D institutes towards a common goal - making technology the driving force of the Hong Kong economy.

The ICT sector has urged time and again for a Technology Bureau, yet a year and half since CY Leung’s term started, there is still no word on his election pledge to establish the Technology and Communications Bureau.

We the undersigned hereby urge the HKSAR government to establish the Technology and Communications Bureau in the 2014 Policy Address and 2014-15 Budget without any further delay. We also demand the timeline and work plan for establishing the Technology Bureau within the current term, including consulting the industry and public over the proposed structure and scope of work. We also urge all Legislative Councilors for their support.

Hong Kong is lagging far behind our neighbours in South Korea, Singapore and Taiwan in technology and innovation. Establishing the Technology and Communications Bureau is an important step to the growth of ICT sector and putting technology back to the centre of the Hong Kong economy. Technology can also open up opportunities for our next generation and promote better livelihood for all. We plead your support to the recommendations above to end the procrastination for long term planning. Technology Bureau NOW! Thank you!
