各位IT界朋友: 為創科局提建議 邀請監察政府開支預算新年過後,政府正進行創新及科技局的籌備工作。今天我向政府提交一份創新及科技局建議書初稿,內容涵蓋創科局的使命、目標、工作、架構等實際建議,希望該局達成業界的期望,為香港創新科技和資訊科技做實事。建議書已經送呈特首辦,歡迎大家討論,我亦鼓勵大家向政府提出你的見解。接下來我會繼續諮詢業界,並修訂建議書。 與此同時,財政司司長即將發表現屆政府的第二份財政預算案。我和業界一直積極向政府爭取更多對資訊及通訊科技業的實際支援。有見於本年度施政報告對ICT界和中產人士支持不足,最近我和梁繼昌議員向財政司司長提交聯合建議書(只備英文本),除重申多項有關ICT業界的具體建議外,亦促請政府提出更多幫助中產人士的措施。 我的辦事處亦已正準備審核預算案的質詢。為了集思廣益和大家參與監察政府開支,我誠邀各位朋友與我一起密切留意政府來年度的開支預算,並提出你的問題。為方便各位提出建議,我的辦事處特地開設了收集預算案問題的Facebook專頁,提供以往質詢、不同政策範疇分類,方便大家討論,亦會在預算案宣佈當日送上最新的相關資料。我的同事將會整理大家的意見並質詢政府,希望大家“讚好”和分享!

Dear IT friends, Recommendations on the ITB ; Inviting Ideas to Scrutinize the BudgetAfter the Chinese New year holidays, the Innovation and Technology Bureau (ITB) should be in the works. I have submitted a Preliminary Proposal on ITB (English version will be available soon) to the Chief Executive' Office earlier today, including a list of recommendations on the ITB’s missions, objectives, major tasks and structure, to convey our views on promoting technology innovation and ICT development. You are welcome to discuss the proposal and share your feedback, and I encourage everyone to submit your opinion to the government. I will continue to seek views and consult the industry to enhance the proposal. Meanwhile, the Financial Secretary will present the next Budget on 26 February. We have been ardently lobbying for more substantial support to the ICT industry, and thus I have submitted another Joint Budget Proposal with Hon Kenneth Leung to the Financial Secretary since the recent Policy Address has again fallen short in terms of measures for the ICT sector and the middle class. The submission has summarised a list of key recommendations for the ICT sector and to urge for more relief to businesses, middle class families and individuals. Speaking of the Budget, my team is preparing to scrutinze the government’s expenditure estimates for the coming financial year. I invite my ICT friends to put our minds together and monitor the Government’s expenditure by giving us more ideas to pose questions on the 2014-15 Budget. I have launched a Facebook page to crowdsource your ideas, providing examples and policy areas to facilitate discussion, and will keep you posted throughout the Budget announcement. My team will consolidate the ideas and put them forward. Please ‘like’ our page and share it with all your ICT friends!
