各位IT界朋友: 創科局成立終啟動 誠邀IT人茶敘交流政府剛剛向立法會提交創新及科技局的文件,連同重新調配通訊及科技科、創新科技署及政府資訊科技總監辦公室(資科辦)的8個現有職位和26個新設職位,首年員工開支約3200萬。 一如之前的消息,政府只納入合併創新科技署及資科辦,都是按照目前正進行或已計劃的科技產業和應用資訊科技為主。通訊及廣播政策和科技息息相關,在早前提交的建議書初稿中我建議應在電訊條例和廣播條例完成修訂後,將通訊事務管理局納入創新及科技局。我期望政府會認真考慮,以切合業界發展需要。歡迎大家提出對創科局的意見。 在緊密的議會工作之餘,我希望多抽時間走出立法會和IT人見面,聽聽大家關心的事情,同時讓大家更了解我最近的工作。首次I.Tea茶敘將於5月9日(五)下午3時半於鰂魚涌Grove Sandwiches 舉行,敬備茶點,歡迎各位IT界新舊朋友參加。為預計出席人數,有意參加的朋友請電郵至 [email protected] 登記。 本週末我會隨立法會代表團訪問上海,並會向中央官員反映市民對無篩選普選的期望。我亦在此再誠邀大家出席4月26日的「資訊科技界政改諮詢」研討會。852郵報總編輯游清源先生將會擔任主持,講者陣容包括政制及內地事務局副局長劉江華先生、中大的馬嶽教授和IT呼聲代表梁兆昌先生。希望屆時見到大家,發表你對普選的意見! 歡迎IT界朋友出席,活動詳情如下: 請即報名!

Dear IT friends, Innovation and Technology Bureau Finally? And, Invitation to I.Tea MeetupThe government has just submitted a paper on the establishment of the Innovation and Technology Bureau to LegCo. The reshuffle involves 8 existing posts C&T Branch of the CEDB, Innovation and Technology Commission and the OGCIO, and 26 new posts. The total staff cost will be $32 million in the first year. It comes as no surprise that ITB will only include ITC and OGCIO, as previous statements indicated. The bureau will mainly continue to oversee existing and planned initiatives regarding innotech and ICT adoption. In my preliminary proposal, I propose the Communications Authority should also be included in the ITB once the amendment to Telecommunications Ordinance and Broadcasting Ordinance is completed. As these policy areas are instrumental to technology and innovation development, I hope the government will seriously consider this suggestion. Please let me know your thoughts on the ITB. Outside of work in the Council, I will be taking more time to meet IT friends outside of LegCo, form more mutual sharing. The first “I.Tea meetup” will take place on 9 May 2014 (Friday) 3:30pm at Grove Sandwiches (Quarry Bay). It will be a casual gathering, IT friends (no matter old or new) are all welcome. On Friday I will join the LegCo delegation to Shanghai, during which I will raise our aspiration for a CE election with no political screening to the Central Government. At this critical juncture, I would like to once again encourage everyone to join the Forum on Constitutional Reform for IT Sector on 26 April. Mr Yau Ching-yuen, Chief Editor of Post852 will moderate the panel discussion with Mr. Lau Kong-wah (Under Secretary, CMAB), Prof. Ma Ngok (CUHK), and Mr. Leung Siu-cheong (IT voice).
