各位IT界朋友:
專業認可架構提建議 關注土瓜灣文物發現
首先,讓我向各位報告爭取成立創新及科技局的進度。於5月3日的資訊科技及廣播事務委員會的特別會議上,就「建議成立創新及科技局」經由我動議的議案在會上獲得通過。而較早前,我亦曾聯同業界朋友約見部份議員游說支持成立新局,詳情留待稍後日子再向各位匯報。
立法會資訊科技及廣播事務委員會即將於5月17日召開特別會議,討論在本港設立統一的資訊及通訊科技專業認可架構的建議。專業認可架構是業界爭取多年的措施,能協助業界人士訂立晉升目標、提升業界的專業形象和服務質素,協助業界的可持續發展。會議歡迎公眾參與及提交意見,亦歡迎公眾旁聽會議。
在議會外引起公眾關注的,是港鐵近日發生的連串事件,不論高鐵延誤超支、鐵路訊號故障等問題,我都會持續跟進。至於早前沙中綫土瓜灣站工地發掘出大量古蹟,專家於不同土層有大發現,單是出土文物已滿1000多箱,包括3700件重要器物,考古遺址多達239個,包括完整的宋元時期方形石井。我與公共專業聯盟等團體代表於五月一日召開記者會,促請有關方面盡早全面停工,而翌日港鐵亦宣布停工了。我將會繼續跟進以上與港鐵相關的事故。
最後一件匯報的事情,是教育局剛開展了《第四個資訊科技教育策略》的諮詢工作,建議行動包括,加強學校的資訊科技基礎設施及重組運作模式;提升電子學習資源的質素;更新學校課程、改變教學及評估方法;提升學校專業領導及力量、建立實踐社群;及家長、持分者及社區齊參與。請各位朋友一同關注及回應,為下一代可以享受高質素教育發表寶貴意見。

Meeting to lobby LegCo members for their support for the Innovation and Technology Bureau
Dear IT friends,
On ICT Professional Recognition Framework And Historic Sites Discovered in To Kwa Wan Station Works
Let me first report to you the progress on the establishment of the Innovation and Technology Bureau. On May 3, my motion proposed to Legco's IT and Broadcasting Panel was passed. In fact, before that, I have arranged meetings to lobby LegCo members for their support for the new Bureau, with the support of many friends in IT. I shall report the details of this important work in due course.
On May 17, a special meeting will be held in the IT&B Panel to discuss ‘the proposal to establish a unified information and communications technology professional recognition framework in Hong Kong’. Our sector has urged the establishment of ICT professional recognition for years, to strengthen our professional image and service quality, as well as career paths for ICT professionals, for a more sustainable development. The panel welcomes the public to submit their views, attend the hearing, or observe the meeting.
Outside LegCo, many issues related to the MTR are on great concerns to me and the public, including the project delay of the High-Speed Railway, and the recent occurrence of several signal breakdowns. In addition, the discovery of large-scale historic sites at the To Kwa Wan Station works site on the MTR's Shatin-Central Link, where more than 1000 boxes containing over 3700 pieces of valuable vessels, 239 relics and a complete Song Dynasty square-well, and more. I, with the Professional Commons and other conservation groups, held a press conference on May 1 to demand for works to cease, and on the next day, MTR suspended all works on that site. We will continue to follow these problems with the MTR.
Finally, the Education Bureau has initiated a public consultation on ‘the Fourth Strategy on Information Technology in Education’ (ITE4), which contains five action areas, including (1) enhancing schools’ IT infrastructure and re-engineering the operation mode, (2) strengthening the quality of e-learning resources, (3) renewing curriculum, transforming pedagogical and assessment practices, (4) building professional leadership, capacity and communities of practice, and (5) involving parents, stakeholders and the community. Please give your views on this consultation for the future of our next generation.
