
各位IT界朋友:
反對科學園用地改劃住宅 專業認可架構應予諮詢
政府寸土必爭,將『盲搶地』之手伸向科技界。城規會今年三月公布修訂白石角(東部)分區計劃大綱圖核准圖,把原本訂明作科學園發展的最後一幅空地改成中低密度住宅,可見政府為覓地建豪宅而犧牲長遠發展科技。正當特首和財爺口說發展創新科技,另一邊廂竟犧牲本土公司科研和創業的基地,變成另一個豪宅項目,絕對不能接受。我一直非常關注香港僅有的科技發展用地,在此呼籲大家立即網上聯署反對並廣傳。城規會將於數月內舉行公眾申述會,希望大家繼續關注並大力反對。
此外,業界努力爭取十幾年的統一ICT專業認可架構,有望提升業界本地和國際形象,現已整裝待發,進入公開諮詢階段。立法會上週六舉行公聽會(按此收看),感激多位業界朋友出席發言支持。建議方案或尚可改善,但當日席上議員質疑計劃成效,要求政府暫緩執行,這對工作小組實在極不公平。我亦為十年來努力爭取成立專業認可的專業團體感到不值。諮詢未開始便先否定,令人懷疑這些指控的政治目的何在。我認為應該尊重業界聲音,讓業內人士及有意入行的學生等各方持份者深入討論改良建議內容,釐清關注者對建議的專業認可架構的誤解,為提升本港業界的專業水平和形象揭開新一頁。

Say No to turning Science Park land into residential use;
Consultation for professional recognition framework
The government’s fervent land grab has affected everyone, and our technology sector is no exception. In March, the Town Planning Board announced amendments to the approved Pak Shek Kok (East) Outline Zoning Plan that will turn the last available land lot earmarked for Science Park’s long-term development into a low-medium density residential area. As our Chief Executive and Financial Secretary talk about the development of innovation and technology, the government is doing the exact opposite by converting a piece of land that could be the base for our local technology start-ups into some more luxury properties. This is unacceptable. I have been very concerned about the land supply for technology and innovation, and I urge everyone to spread the word and sign the online petition here. The TPB will organise a consultation meeting in the coming months and let us continue to focus our attention to this development.
Another issue in focus is the proposal to establish a unified ICT professional recognition framework. The proposal, with the goal of raising the ICT profession’s status locally and internationally, is now ready for the consultation stage. LegCo held a public hearing last Saturday (watch here) and I thank everyone who took time to come and support. The proposal is not perfect, yet I was surprised that some members urged the government to stall the whole project, citing ‘unclear benefits’. This is not only unfair to the Task Force who put into a lot of hard work, but also to the many ICT professional bodies that have ardently advocated for such schemes in the past decade, and it makes one wonder about the political motives behind. Instead, I think we must respect the voice of the industry, listen to real ICT professionals, businesses as well as students who are the future members of our industry. We need dialogues, and not hasty disapproval, to move forward with the proposal, clarify all misunderstandings and make progress towards raising the image of our profession.
