各位IT界朋友: 誰是癱瘓立法會的幕後黑手?立法會暑期休會在即,但不少重要的法案草案、議案和撥款「大塞車」,有待表決。近日特首、財爺和政務司司長分別向網上和傳媒發功,關注流會、拉布延誤政府工作,但卻不肯按照先例調動議程優先討論民生議題,將具爭議的項目押後討論。政府無疑將立法會「擺上枱」抹黑成耽誤民生的罪人。(詳見我刊於主場新聞的文章) 在最後關頭,我希望政府能順應議員的建議調動議程,以免損害公眾利益。 至於來年的立法會工作中,版權條例的修訂必定惹起網民關注。經過多輪諮詢,政府終於向立法會提交《版權(修訂)條例2014》,明年正式開始審議。我的辦事處將於7月26日下午二時半舉辦拆解《版權(修訂)條例2014》講座,邀請了知識產權法專家余家明教授分析草案內容和提出觀點,觀迎各位關心版權與二次創作的網民、IT界、版權界、法律界朋友出席交流。(按此網上登記) 雖然民間投票已結束,但對當時和最近的網絡攻擊相信大家仍記憶猶新。民間和科技界團結對抗網絡恐襲是未來必須,可惜目前警方處理科技罪行的行動效率不一,極速因網上言論拘捕網民,對黑客攻擊卻視若無睹,我們要求嚴正追查。我支持由Code4HK發起的網上聯署,希望大家亦能花一分鐘參與聯署。

Dear IT friends, Who is to blame for the deadlock in LegCo?As the summer recess of LegCo approaches, the queue of bills, motions and funding proposals on the meeting agenda is getting longer and longer. Government officials place blame on legislators’ filibuster delaying the government’s work and causing the adjournment last week, yet refuse to re-order funding proposals according to their urgency and advance the uncontroversial items. I hope the Administration would listen to LegCo and re-order important funding proposals. At this critical juncture, public interest should come first so as not to jeopardise the necessary funding. Among the bills to be scrutinised in the upcoming LegCo session, the Copyright (Amendment) Bill 2014 draws the most attention of netizens. The Bill is finally presented to LegCo after rounds of consultation and to start the discussion, my office will organise a seminar on 26 July (Sat) 2:30pm. Intellectual property scholar Prof. Peter Yu will dissect the Bill and offer his analysis. The event will be conducted in Cantonese. I invite all of you who care about derivative works and freedom of expression to join. (Online enrollment here) Although the civil referendum is now over, the threats of cyber attacks are still all around us. We in the ICT sector must support civil society against cyber attacks. The police was quick with arresting online discussion forum users who went too far, yet had been slow in pursuing those hackers behind the cyber attacks. These cases should not be swept under the carpet and forgotten. I support the online petition initiated by Code4HK condemning cyber attacks and urging for police investigation.
