各位IT界朋友:

新聞言論自由面對危機 繼續關注版權修訂條例

七月廿六日下午突然傳來的消息,《主場新聞》突然宣佈結束。一個每天三十多萬人登入的網媒,可以無法繼續營運下去?《主場》創辦人說,他「恐懼、誤判、愧疚」,而我身為《主場》作者和讀者,也感到非常「恐懼、難過、憤怒」-- 為香港的新聞自由感到恐懼,為香港容不下一個如此受歡迎的網媒而感覺難過和憤怒。(上週日我在香港電台英文台的《香港家書》)但我們必須化這憤怒為力量,在網媒唇亡齒寒的環境下,我正在為網媒被禁止採訪政府新聞活動一事上,繼續爭取其合理權利。

立法會雖已休會近半個月,但來年有多項具爭議的議題有待審議,包括《2014年版權(修訂)條例草案》和成立創新及科技局的建議,必定是下屆會期內的重大挑戰,故此我會善用這段休會時間作好充分準備。早前我很高興邀請了知識產權法學者余家明教授擔任講者,分析版權條例的新修訂內容,並提出法律觀點和建議。參與者不乏版權界、法律界、IT界、網民和政府代表,深入探討草案條文的細節。討論的氣氛正面,我希望與各方持份者繼續溝通,希望找到有效平衡各方需要的方法。(重溫活動錄影:[片段1] [片段2] [片段3])

業界人材需求徵詢意見
最後,我一直關心IT界人材供求問題,今次希望為社聯旗下的社會企業「有機上網」宣傳資訊科技行業人材需求意見調查。調查的對象是IT企業管理層,目的是了解業界對人材的需求,內容包括人手招聘狀況、技術需求等,供籌劃項目時參考,並會因應調查結果,建議政府提供相關資訊科技的人材培訓,支援業界需求。只需五分鐘填寫,希望各位多多支持並廣傳。

Dear IT friends,

Concerns on Press Freedom Facing Threats, and The Progress of Copyright Legislative Amendments

On July 26 afternoon, many of us were shocked by the sudden news of the closing down of "The House News." Why an online media with over 300,000 daily visitors cannot find a way to survive here in Hong Kong? The founder of "The House News" said that he "feared, misjudged and felt remorse." As a "House" writer and reader, I share the same feeling of "fear, sorrow and anger" -- fear for Hong Kong's press freedom, and sorrow and anger for the fact that our market cannot allow such a popular online media to survive. (My Letter for Hong Kong on RTHK last Sunday.) But let's turn this anger into action. For instance, I am now continuing to work with online media for the right to enter and report government press events, as they are currently unreasonably barred.

The LegCo is now in recess but a number of controversial issues are remained on the agenda, and among them are the Copyright (Amendment) Bill 2014 and the establishment of Innovation and Technology Bureau. Last Saturday, I was pleased to have Prof. Peter Yu giving an in-depth analysis of the latest Copyright (Amendment) Bill 2014 and offering his views. The subsequent discussion among participants from copyright industry, IT sector, users group and government officials was very constructive, and I hope this would pave the way for finding the right balance later on. I-Tea 2.0 Meetup Invitation
Earlier this year I met new and old friends in our first I-Tea meetup at Quarry Bay. Back by popular demand, the I-Tea 2.0 meetup will be on 20 August (Wed) 5:30pm in Bespoke, Kowloon Bay. IT Manpower Survey
Last but not least, the gap between demand and supply of IT talents has been an area of recurrent concern. I’d like to invite you to take part in the IT manpower demand survey by WebOrganic, the tech social enterprise owned by the Hong Kong Council of Social Service. The survey targets at the management of IT enterprises with the aim of understanding industry demand for IT talents, with topics such as recruitment status and skills requirement. The findings will be used to formulate recommendations to the government on IT manpower education and training. The survey only takes about 5 minutes, so please support and share with your friends.
