各位IT界朋友: 推動智能城市發展 收集來年施政建議通過資訊科技的應用創造協同效應和造福社會一直是我的願景。為了推動本港的智能城市和資訊科技發展,探索以新型的開放數據應用、設施及管理軟件,利用科技應對社區發展的需要,我的辦事處與胡海先生及曾志銘先生合作,發表題為 iCity: iHong Kong 的研究報告。報告的目的是拋磚引玉,提出發展智能城市的原則和配套,包括基建、政策等,並將之應用於教育、電子商貿、護老和廢物處理四個範疇。歡迎大家就如何實踐智能城市和我們交流意見! 另一方面,我正在預備遞交給政府有關施政報告和財政預算案的建議書,現向各位收集一些實質可行的政策建議,經整理後再向政府表達業界及社會的訴求,期望能像去年的部份建議一樣被納入預算案,如你有任何意見歡迎提出。我的團隊會認真處理和跟進,歡迎到bit.ly/ICT-ideas寫下你的意見。 最後,早前我發起網上聯署,反對當局偏離立法原意地濫用「有犯罪或不誠實意圖而取用電腦」罪進行包括針對網上言論的檢控,並立即檢討修例。保安局局長上週在立法會上回應我的質詢時,竟說「哪一條法例入罪機會較高,就用那一條檢控」,令人憂慮。在大家的支持和廣傳下,已收集了超過3,300個簽署。種種跡象顯示,打擊網上言論已是一個不爭的事實,請各位繼續支持聯署,推動政府修改相關法例。

Dear IT friends, Promoting smart city development ; Collecting views for policy proposalI always believe that ICT can create collaborative effects that benefit society. In order to advocate Smart City development in Hong Kong, my office has partnered with Mr Alfred Wu and Mr Cedric Chan to develop a proposal themed “iCity: iHong Kong” to call for the development of open data and ICT applications to face the needs of society. We wish to stimulate the discussion relating to smart city applications in four areas: education, e-commerce, elderly care and waste management. We welcome your comments! Moreover, I am preparing a proposal to the government regarding the upcoming Policy Address and Budget, and I would like to collect your views. I hope we can lobby the government to adopt some of our suggestions as in last year's Budget. If you have any suggestions or comment, please submit via bit.ly/ICT-ideas. My team will consider and follow up carefully. Finally, I started an online signature drive in October to oppose abusive prosecutions using the 'Access to computer with criminal or dishonest intent' targeting online speech, and to call for a review and possibly amend the law. When the Secretary for Security answered my LegCo question last week, he admitted that the choice of offence in prosecution would be based on the ease of prosecution. This was unacceptable. Thanks to the support from netizens, we have already collected more than 3,300 signatures to date. What is clear is that online speech is being targeted by law enforcement. Please continue to support the petition, and together we push for change!
