各位IT界朋友: 考察台灣民主選舉 科技應用影響選情在過去的幾星期,我到過兩個與香港關係密切的城市— 倫敦和台北。於11月18至20日,我和鍾國斌議員應邀代表香港立法會出席由英聯邦議會協會主辦,關於經濟及社會發展的國際研討會,與來自四十個國家的議員代表交流。而上週末,我到台北觀察台灣的「九合一」選舉,亦把握機會與政商界朋友交流,了解台灣在實踐民主、未來政治及社會發展等的最新趨勢。 近年倫敦銳意發展創新產業,市政府亦特別制訂 「智慧倫敦」(Smart London) 願景,結合科技、文化、創意,為這個充滿歷史的城市帶來新氣象,新商機,亦在多方面改善市民的生活。同樣地,台北近年集中發展文化創意產業,為經濟發展帶來新的動力,而在最近的選舉中,科技和社交媒體的應用,顯然對選舉有重大影響。我將在我的專欄及其他機會,繼續與大家分享得著。 政府建議成立的創新及科技局,大家對其有何期望?我的辦公室特別訪問了幾位業界人士、學者和學生,並製作了一條短片,請大家欣賞: 『創新及科技局』- IT人有話說上月我誠邀各位IT界朋友就有關資訊及通訊科技和創新政策方面提出建議,經已收到不少寶貴意見,我的團隊會參考並向政府跟進。網上表格bit.ly/ICT-ideas會一直保持開放,請踴躍提出!

Dear IT friends, Technology plays major role in Taiwan electionsIn the past few weeks, I have been to two cities closely related to Hong Kong— London and Taipei. From November 18 to 20, Hon Felix Chung and I represented Hong Kong at the International Parliamentary Conference on Growth for Development held by the Commonwealth Parliamentary Association in London. I shared my views and got inspired by other delegates from the parliament of over 40 countries. In the week after, I traveled to Taipei over last weekend to witness the “9-in-1 elections”, the biggest ever election of public officials in Taiwan. During the weekend, I visited a number of local political and business figures to understand more on the latest trend of democratic, political and social development there. Recently, the government of London intends to spur growth in ICT sector and issued the “Smart London Plan” aiming to integrate technology, culture and creativity to make this historic city even more vibrant with new opportunities and also improve the quality of life of Londoners. Similarly, Taipei has devoted much effort to its cultural and creative industries to enhance economic development. In the latest election, technology and social media took centerstage and influenced the election strategy as well as results. I shall continue to share my thoughts on this via my articles and other channels. What is your expectation on the Innovation and Technology Bureau proposed by the government? My office has interviewed some professionals, scholar and students from ICT sector and produced a short video, please check it out!
