2015年施政報告號外
2015 Policy Address Update

今日行政長官發表任內第三份施政報告是『舊瓶舊酒』。一向表示不要將所有事情政治化的特首,竟然特意點名批評大學生雜誌的一句口號違憲,令人費解。

我早前向政府提出『籌劃未來 尊重科技 敢於創新 造就機遇』的建議。令人失望的是,施政報告全無提及數據中心發展、更新過時的法律和為未來趨勢作準備,大部份內容都只是重複去年的措施,缺乏長遠目光。

以下集中點評我較為關注的幾方面:

The Chief Executive has delivered his third Policy Address today, which one might describe as “old wine in an old bottle”. Mr. Leung who has frequently urged society not to over politicise matters, ironically spent considerable time on criticising matters even such as a slogan by a student magazine.

I previously recommended the government to take a forward-looking approach towards innovation and technology. Yet It is disappointing that the Policy Address failed to address the development of data centers, or updating outdated laws in order to look ahead for the future. As a whole most measures were repeating those of previous years and lacking in forward thinking.

The following is my observation on a few policy areas:

 

Innovation & technology

特首建議向「創新及科技基金」注資50億,設立企業支援計劃大學科技初創企業資助計劃。基金1999年成立時注入的50億用了十五年以上,和其他創新力強的國家比較並不足夠,而改善過份官僚的評審和行政機制方為上策。

科研基建和用地方面,施政報告指科學園第三期落成後能容納超過600個企業,但卻對把第四期用地建豪宅絕口不提,只說建議善用剩餘空地建設新的科研設施難以應付需求。

The CE proposes Injecting $5 billion into the Innovation and Technology Fund, and also establishing the Enterprise Support Scheme (ESS) and Technology Start-up Support Scheme for Universities (TSSSU). The ITF received $5 billion in 1999 when it was launched and the distribution of those resources was spread over 15 years. Compared with other innovative economies, the pace of funding is not enough. The key issue to be solved lies in overly bureaucratic practices and cumbersome administrative burden.

On technology infrastructure and land, the CE mentioned the Science Park will accommodate more than 600 partner companies while not mentioning the land originally planned for Phase 4 expansion will be turned into luxury residential development. Merely ‘optimising the use of the remaining vacant site’ is not enough to meet future needs.

 

Smart City

施政報告表示將以九龍東為試點,研究發展「聰明城市」的可行性。這點回應了我一直以來提倡香港應在新發展區引入智慧城市基建的iCity建議。政府應統籌不同部門,並諮詢業界,提出能提升生活質素和引入創新應用的建議。至於政府應用感應器、物聯網和大數據分析技術方面,我希望當局會提出更實質的內容供業界提供意見,平衡市民對私隱的關注。

The Policy Address proposes to use Kowloon East as a pilot area to explore the feasibility of developing a Smart City. The initiative echoes my recommendation to adopt smart city infrastructure in new development areas. The government should lead a concerted effort across departments and consult IT industry to develop applications that can elevate quality of living and innovative services. On expanding the use of sensors, IoT and big data analysis, I urge the government to provide more concrete proposals to solicit views from IT industry and the public, and address the increasing concern over privacy.

 

Education & Youth

政府雖然重視國民教育多於科技教育,然而首次提出會更新和強化中小學的科學、科技及數學課程和學習活動並加強師資培訓,回應了業界要求正視本港科技教育落後的問題。我希望當局多參考先進地區,加入與時並進甚至前瞻的課程內容,加強STEM教育,培育人才。

政府將成立總額3億元的「青年發展基金」,以資金配對的形式,透過非政府機構協助青年人創業。理念雖好,但具體詳情欠奉,無從判斷如何審批和挑選申請者。過往政府撥款的往績和成效來看,會否淪為大白象工程,如特首所講『我們不能不警惕』。

Though the government has placed much stronger emphasis on national education over technology education, it is the first time it proposed to renew and enrich the curricula and learning activities of Science, Technology and Mathematics, and enhance the training of teachers. This is a proper move towards updating our STEM education. I hope the government will draw reference from other advanced countries and inject content that fits current and future trends to bring out our youth’s potentials in innovation.

The government will set up a $300 million Youth Development Fund for NGOs to assist young people to launch their business with subsidy in the form of matching funds. Though it is a worthy cause, without information on implementation, it is hard to tell whether how the organisations will be capable to vet applications and select the right projects. With the government’s previous track record in subsidy schemes, we should watch closely to avoid it turning into another well-intended but failed experiment.
