各位朋友: 香港需要創新科技政策和創科局立法會財委會最終無法通過成立創新及科技局的撥款。在審議期間我一直嘗試縮窄分歧,一方面不斷向對創科局有保留的議員解釋需要專責科技的政策局的原因,另一方面亦要求政府正視反對人士的關注例如監察和策略等。政府已表示會再次提交撥款申請。 今次創科局激發社會討論創新科技發展和政策,其實是個好機會去令更多人明白科技對經濟和社會發展的重要性。現在需要的是溝通和務實解決矛盾。我早前通過安排業界和議員直接交流,歸納出一系列對創科局的期望和建議。接下來我會把握時間進一步和不同意見人士溝通,並要求政府開誠佈公,真誠地回應市民和議員的憂慮。歡迎大家提出意見! 最後,附上我過去一年的工作報告網上和手機版(http://bit.ly/CharlesMokReport2013-14),歡迎各位繼續關注我的工作和提出意見。 謹祝各位羊年進步,新年快樂!

Dear IT friends, Hong Kong Needs Better Technology Policies and ITBThe Finance Committee of LegCo could not vote on the funding proposal to set up the Innovation and Technology Bureau. Throughout the process I have tried as much as possible to bridge the gap between different opinions, explaining the urgency and necessity for a dedicated bureau on technology on one hand, and on the other hand urging government to respond squarely over the concerns of those who oppose, such as about oversight and strategy. The administration has made it clear they will bring the funding proposal back again. Public discussion on innovation and technology development is a good opportunity to explain the importance of technology to future development. What we need now is not more finger-pointing but to facilitate constructive dialogue to resolve conflict. I have brought industry representatives and LegCo members together to discuss and consolidated a list of expectations and recommendations about the ITB’s future role. Moving forward, I will seize time to push the government to address concerns in an open and transparent manner. Your thoughts on this are always welcome.
