各位朋友:

亞視命運揭盅 財委會審議預算

亞視在愚人節前夕出盡奇招,仍無法扭轉行會特別會議後決定不予續牌。當中懷疑涉及發佈不實消息,可能觸犯相關監管條例,通訊局和證監會應有責任調查。而更重要的是,觀乎當局在處理續牌時再三拖延,亦未完整交待所有亞視持有的頻譜分配細節,令人擔心當局有否有詳細擬定後亞視時代的交接方案。若然所有決定都是急就章欠缺規劃,恐怕會浪費珍貴的頻譜資源。就此,我已去信立法會資訊科技及廣播事務委員會,要求盡快討論以上事件。

由上星期五起,立法會召開財務委員會特別會議,由政府官員回應議員的質詢。本年度我就不同範疇提出了過百條質詢(問題分類一覽表),包括政府對中小企的支援措施、創業和科研資助,以及T 合約事宜。另外我亦在會上就部份當局回覆提出跟進質詢,包括電腦相關罪行統計、對業界的資助計劃、非公務員合約僱員的待遇等,留待當局有跟進回覆時再與各位分享。

另外,感謝各位出席我與IT呼聲合辦的「資訊科技界創新及科技發展研討會」(3月13日),席間反應熱烈,出席者與台上嘉賓的交流中均帶出不少有建設性的意見。大部分出席者都同意香港需要創科局爭取更多資源,以及統籌資源分佈,請按此查閱研討會的文字總結。另外,我聯同香港互聯網協會、香港專業資訊保安協會及(ISC)2香港分會合辦的「解構新一代智能身份證研討會」亦於3月20日完滿舉行,反應非常熱烈,保安專家講解後參加者積極討論,錯過了的朋友可重溫影片簡報

最後,藉此機會祝各位復活節快樂,享受難得的五天長假期,暫時放下繁重的工作,讓身心得到充分休息。

ATV’s fate unveiled
Budget questions round-up

ATV’s last ditch effort before April’s fool turned into a complete farce, as the ExCo decided to follow CA’s recommendation of not renewing its licence after a special meeting. As what ATV has done might constitute issuing misleading price-sensitive information and infringing corresponding regulations, the Office of the Communications Authority and the Securities and Futures Commission should investigate such behaviour. More importantly, the administration was overly ‘accommodating’ on the decision of free TV licence renewal and completely opaque so far on how the spectrum currently allocated to ATV will be assigned. Was there any contingency or transition plan before the government decided the fate of ATV? If such important decision was made in a hasty manner without holistic planning, how can we ensure precious public resources such as spectrum is well-utilised in public interest? I have already requested the Panel on Information Technology and Broadcasting to convene a special meeting to discuss this matter as soon as possible.

Since last Friday, I have been raising follow-up questions to the government’s replies on 2015-16 Budget in special meetings of the Finance Committee. This year I have raised over a hundred questions on different areas (see full list of questions here), including measures to support SMEs in public procurement, funding for startups and R&D, and IT staff employment via ‘T-contracts’. I will also raise follow-up questions to enquire statistics of computer-related crimes, subsidy schemes for the industry and remuneration for Non-Civil Service Contract staff. I will keep you posted on the administration’s response, please stay tuned.

Also, thank you to everyone who joined the “ICT seminar on Information and Technology Development” co-organized by my office and IT voice on 13th March. The great turnout and fervent discussions was encouraging - I am especially grateful for the constructive suggestions from our speakers and participants. Most of them agreed that we need a focused tech bureau to fight for more resources and allocated them properly, my team will channel these input into future recommendations. My office has also co-organized a “New Smart ID Technical Seminar” with Professional Information and Security Association Hong Kong, (ISC)2 Hong Kong Chapter and ISOC HK on where information security experts explained technical design of smart card and raised security and privacy concerns over the proposed next generation Smart HKID card. Don’t worry if you missed it - you can find the presentations here.
