金融科技討論熱烈 截取通訊修例須關注
5月5日晚上，我的辦事處和梁繼昌議員合辦了「如何克服發展金融科技的挑戰」討論會，很高興能夠和在座近200位來自IT界和金融服務業的朋友交流，多位講者對股權型群眾募資、網上借貸和數碼貨幣的發展和規管提出了見解，並和參加者深入交流。尤其是分享其他司法管轄區經驗，對香港日後如何制訂合適的規管框架，促進金融科技發展，這些建議十分值得參考。錯過了活動的朋友可按此重溫當日的照片、簡報、活動花絮和文字總結。
近日我在報章撰文記述就任立法會議員以來跟進《有犯罪或不誠實意圖而取用電腦》罪（第161條）的過程，我曾分別向保安局和律政司多次索取相關的個案詳情，但經過連番交涉仍無法取得所需資料。假如真像建制派議員早前討論《截取通訊及監察條例》所言，「平生不作虧心事」便不怕警方監控；那麼當局何不坦誠地公開資料，讓公眾監察當局有否濫用控罪？為免當局繼續濫用第161條對付無辜市民，我將展開下一輪跟進行動，請各朋友繼續關注。

Concern on ICSO amendment bill
On May 5, my office and the Office of Hon Kenneth Leung co-organised the “Overcoming Challenges to Financial Innovation in Hong Kong” Seminar and it was a great pleasure to meet with close to 200 guests from IT, accountancy and financial services sector. Our speakers generously shared their observations on equity crowdfunding, online lending and digital currencies, as well as insight on regulatory challenges from the experience of other jurisdictions that is very valuable to Hong Kong. I have recently written an article on my repeated attempt to get case details related to “Access to computer with criminal or dishonest intent” from the Security Bureau and the Department of Justice that is still in vain after 2 years.
A LegCo member said in a ICSO bill committee hearing last week that citizens need not worry about the LEAs’ interception of their private communications if they had done nothing wrong. I wish to apply the same logic here: if the government has nothing to hide about these Crimes Ordinance S.161 cases, why don’t they provide the case details and let the public inspect them for any abuse? I will continue this effort.
