各位朋友:

給IT人的一封信

最近在網上看到有人重新上載奧巴馬在一次公開論壇的影片,我想和大家分享一些想法。

奧巴馬在演講途中,身後觀眾席上傳來一位年輕人大聲疾呼,要求他運用總統的權力處理移民問題。保安準備將他驅逐離場之際被奧巴馬叫停,並解釋一番為何他要尊重民主程序,按照法治的原則處理問題,而不是以一己權力強行。

從政者偏聽、以鬥爭為綱,社會怎能政通人和?近來讀到一些關於領袖特質的評論,認真處理和縮窄分歧,尊重他人,都是領袖所需的特質,也是處理爭議時負責任和合理的做法。

今年立法會第二度審批創科局撥款,討論惹起公眾更大的反響。更多人開始反思香港需要怎樣的創新及科技局、政府應扮演的角色和香港的前景。2014年2月我向政府提交了有關創新及科技局的建議書。當時的建議包括將科技政策制度化、突破官僚思維、增加具前瞻性的研究、提升政策的成效、支援本地生產、培育人才、營造重視科技的文化等。如何達致以上目標,在當前的討論和政府回應仍看不到答案。

我支持成立創科局的立場素來不變。一直以來我所做的,是希望政府聽到市民聲音,拉近距離,亦希望官員能向公眾展示創科政策方向,而不是開空頭支票。只有開誠佈公回應訴求,才能夠讓創科局得以順利通過立法會。我希望結束無止境的拉布和指責,實實在在開展工作(見本週的信報文章)。

我相信大家同樣希望香港科技界的發展,造福社會,發展經濟。趁立法會休會期間,未來幾個月我會接觸不同的業界人士,虛心納教,繼續推動有利科技發展的政策,為業界向政府發聲。歡迎大家提出你的看法!

Dear friends,

A letter to IT people

Lately I saw a video of how Obama treated a protester in the audience during a speech. And I like to share my thoughts on it with you.

The video showed Obama making a speech and a young man suddenly started yelling from the audience, demanding him to use his executive authority to deal with the immigration problem immediately. The security guards were ready to eject the young man but Obama stopped them. He then went on to elaborate why he had to respect democratic procedures, and the tradition of the rule of law when dealing with such issue, instead of overcoming them with his power.

It strikes me as odd that any political leader can refuse to listen to all people but only a handful, and take a combative attitude to silence others. How can we expect society to function in harmony? I have been reading commentaries on leadership qualities, and one of my reflections is that when dealing with controversy or dissenting views, trying to narrow the gap through communication is a more responsible and reasonable approach.

LegCo’s Finance Committee debated the funding proposal of the Innovation and Technology Bureau for the second time this year and the controversy sparked is even greater than before. More people began to ponder what the ITB should do, what the government’s role should be, and Hong Kong’s future. In February last year, I submitted a proposal to the government on ITB, including recommendations such as to formulate a proper innovation policy, overcome bureaucratic mindset towards innovation, install more support for future-oriented research, enhance policy effectiveness, support local production, and cultivate local technology talent and culture that would be conducive to innovation. These calls are still unanswered in the debates related to ITB.

I support setting up a dedicated ITB -- this has never changed. What I have always tried to do is to help the government listen to the public’s views and urge them to demonstrate how the glamorous vision for the ITB will be achieved. Replacing bickering and finger pointing with transparency on policy-making is all I want to achieve, so that the ITB can pass through LegCo in October so it can finally start to get things done.

No matter what your view on the ITB is, propelling Hong Kong’s technology development to benefit society and generate economic growth is what we all want to see. My commitment remains: to push for policies beneficial to IT industry and the public. During the summer recess of LegCo, I will continue to reach out, listen to you for my advocacy work ahead. Looking forward to hear your thoughts on this!
