各位朋友: IT業員工問卷最後5天多謝各位朋友出席早前的『i-Tea茶聚』,我很珍惜能夠和新舊友好交流的機會。今次談及在香港做科技初創面對的難題,除了吸引投資者困難、政府角色不夠積極主動以外,還有法例追不上創新等問題。就此,我在9月13日明報訪問中,提出了6個法例局限科技和互聯網經濟的範疇。 不少國家和城市均開始檢討和更新行業規管模式,以鼓勵創新科技和互聯網經濟發展。近期熱議的網絡電召車、短期住宿、旅遊交友和眾籌等創新模式,都不約而同面對法律問題。我的願景是希望法例與時並進,而不是將它們拒諸門外。我會繼續向政府反映和推動變革。 另一方面,我在上週日聯同網絡團體「鍵盤戰線」召開記者會,發表全港首歌有關本地網上論壇收集和用戶資料的調查報告,指出保障網絡上的個人資料私隱是用戶、服務供應商和政府三方的共同責任,日後我仍會繼續關注問題。 最後,我的辦公室為更深入了解IT業前線員工工作狀況進行的的問卷調查已收到不少回應,非常感謝大家。如果尚未填寫,請在9月20日前用10分鐘回答(bit.ly/ITworkersurvey),邀請IT界朋友支持!

Dear friends, Survey on work conditions of IT workers in Hong Kong, 5 days leftAt my i-Tea Gathering on 1 Sep, I had a great time exchanging views with ICT friends. Some mentioned how difficult it was for start-ups to raise funds, and the Government had not been proactive enough in updating outdated and rigid regulations that were not conducive to innovation and technology development. In my interview with Ming Pao published on Sunday (13 Sep), I raised 6 areas in which innovation collide with existing regulatory regimes. Many advanced economies and cities have taken a more progressive approach to facilitate the growth of innovation and internet economy. From taxi and car rental apps, short term accommodation to local tour and crowdfunding, these new services share the common challenge from existing regulations. I will advocate to review and change the laws as necessary to enable innovation to flourish in Hong Kong. On the other hand, on Sunday (13 Sep) I joined a press conference with netizen activist group ‘Keyboard Frontline’ to launch the first report on how some local online forums collect user information and handle data requests. Protecting user privacy online requires the effort of users, service providers and government. This is an issue that I have always followed and will continue to do so. Finally, thanks to those who have responded to our survey on the career and work conditions of IT workers. We hope to get more insight on the working conditions and career paths of fellow IT workers.
