Uber事件跟進質詢 我星期三在立法會提出首條口頭質詢,詢問出租汽車服務發牌準則、會否諮詢社會和研究更新監管制度。當局回覆中首次提出將一併檢討出租汽車許可證的審批準則但忽略我提出的牌照壟斷問題。科技發展迅速,我希望政府以前瞻目光看待監管問題,正視市民需求。我將繼續跟進及助IT界向政府反映意見。
2015-16議會工作展開 2015-16年度開始,我除繼續參與資訊科技及廣播、工商、教育、保安等事務委員會外,將加入交通和財經事務委員會推動智能運輸和金融科技發展。今天(10/16)財務委員會第一個審議的項目為撥款成立創新及科技局,今年通過的機會審慎樂觀。我將繼續在議會內外爭取政府採購本地科技服務、改善T合約員工待遇、支持IT人才發展等實際政策,改善本地科技業面對的問題和監察創科局。
10月27日IT人才研討會 兩個月前我的辦事處進行了有關IT業員工的問卷調查,我將於10月27日(星期二)晚上和香港科技大學商學院合辦《走出I.T.人才荒》研討會,發佈調查結果並邀請多位重量級講者一同探討IT人才培育和前線IT人面對的問題,討論如何解決『人才荒』。免費參加,IT朋友不要錯過,請立即網上報名。

Uber incident follow-up in LegCo I raised an oral council question on hired car service permit (HCP) in this year’s first LegCo meeting on Wednesday, urging for public consultation and updating regulatory regime to enable innovation in ride-hailing and ride-sharing. The government’s reply for the first time indicated a review of HCP criteria yet brushed aside the monopoly issue I raised. A forward-looking approach in regulation would serve the interest of both the passengers and innovation. I will continue to convey our industry’s view and push for progress.
2015-16 LegCo session resumes This year as before, I remain a member of the Panels on Information Technology and Broadcasting, Commerce and Industry, Education, Security etc, and have signed up for the Panels of Transport and Financial Affairs, to follow-up on adopting technology in transport and FinTech development. The Finance Committee will resume examination of the proposal to establish Innovation and Technology Bureau today and there is fair chance it will be passed this year. I will continue to push for transparency and action to address issues in procurement of local IT services/products, IT staff outsourcing, supporting tech talent and other policies that IT sector faces and monitor the ITB’s work.
IT manpower conference on 27 October In August my office conducted an online survey on the working condition of frontline IT workers, I will co-organize a seminar with HKUST Business School on 27 October (Tuesday) to discuss IT talent crunch and share our findings from the survey. The event will be in Cantonese. We have put together a number of experts from HR, education and business, and have invited frontline IT staff to share their view on career prospect and how to address the talent crunch in ICT sector.
